JOB DESCRIPTION
POSITION TITLE: ADRC/SHIP Benefits Counselor
FAIR LABOR STANDARD ACT CLASSIFICATION: Non-Exempt
This is a full-time position that reports to the Community Services Manager.
ESSENTIAL JOB RESPONSIBILITIES:
- Responsible for answering incoming calls to the Aging & Disability Resource Center phone line while completing accurate, intake referral forms for all applicable programs both within the AAAIL and the GRADD community.
- Responsible for timely return of calls and email inquiries into the ADRC as well as completion of timely, accurate data entry into the state required database (Mon Ami) for each call/contact.
- Assess client needs for information and/or assistance and then provide public education and outreach ensuring all potential clients & families have access to both public and private care options for available long term supports.
- Priority will be to assist the ADRC/SHIP Coordinator with Medicare open enrollment plans and claims advocacy during AEP/OEP timeframe.
- Assist the ADRC/SHIP Coordinator with prescription assistance services as needed outside of the AEP/OEP timeframe.
- Provide individual counseling services (without conflict of interest and in compliance with program requirements but shall not provide advice or advocacy which falls under the purview of an attorney).
- Maintain client confidentiality as required.
- Assist with applications for Medicare Savings Programs & Low-Income Subsidy applications and provide counseling regarding available public benefits & resources.
- Attend and assist with outreach and education events within the GRADD region when requested; and any additional events as required.
OTHER JOB RESPONSIBILITIES
- Attend job development training/staff meetings as requested.
- Assist with special projects or grants as assigned.
EDUCATION, EXPERIENCE AND SKILLS REQUIRED
Degree Required: Bachelor’s degree preferred in gerontology, psychology, social work or related field. Related experience service years will be considered in leu of degree.
Experience Required: Reliable Transportation. Knowledge of resources available to older persons, physically disabled and mentally limited individuals is preferred. Good Telephone and computer skills are required as well as the ability to be capable of providing information, assistance, individual counseling and referral services to older persons.
Skills Required: A willingness to learn about information relevant to health insurance provisions and claims filing procedures. Must be able to retain information across multiple programs including Medicare & Medicaid and have good oral communications skills to relay this information to those who may be hard of hearing or mentally limited. Requires satisfactory completion of training and any continuation training conducted under the auspices of the SHIP program. Must have good written communication skills with a sensitive and caring attitude, especially with the aging and disabled populations. Must have the ability to analyze and solve problems. Ability to establish and maintain working relationships with fellow staff members and community partners.
